
Panama has officially launched its Golden Visa program under Law 493 of October 28, 2025, published in Official Gazette No. 30397-A.
The new law amends Law 32 of 2013, empowering the Panama Passport Authority to issue a special Panamanian passport to foreigners who hold permanent residency as qualified investors.

The Panama Golden Visa is a residency-by-investment program that allows foreign investors to obtain permanent residency and a special Panamanian passport.
